CEMETS Global is a non-profit foundation based in Zurich, Switzerland that draws on over a decade of expertise from the Chair of Education Systems at ETH Zurich, supporting education system reform in partnership with governments, industries, and education leaders across more than 30 countries.


What we do
As the Chair of Education Systems (CES) at ETH Zurich, we have been a global leader in the field of education systems re-engineering, with a strong focus on theoretical, empirical, applied and translational research.
The newly established foundation continues this mission by advancing research on how education systems evolve, function, and perform across diverse national and institutional contexts. Our work integrates theory, data, and practice to generate robust, evidence-based insights that support meaningful, system-level transformation in education and training systems worldwide.
In addition to our extensive international work, we place a strong emphasis on advancing education and skills system development in Switzerland, whose education and skills system is widely regarded as a global benchmark. Through our new AI Education Lab, we aim to work collaboratively with stakeholders to address the challenges and opportunities of the future.

Why We Do It
Graduates often lack relevant skills while employers face growing talent shortages, a systemic gap with significant economic and social costs.
Artificial intelligence and digital transformation are rapidly reshaping economies. Education systems are struggling to keep pace.
The gap between education and labor markets requires stronger collaboration and a renewed focus on practice-oriented learning, including VET.

How We Do It
We follow a systemic, evidence-based, and partnership-driven approach to education reform. We accompany partners throughout the process, from understanding challenges to implementation and sustainable improvement, through three integrated elements:
We diagnose system challenges and guide decision-making. Research serves as a tool for stakeholder alignment by creating shared understanding through workshops, events, and joint analysis.
We enable the capacity of leaders while developing concrete solutions. Our Labs bring together policymakers, educators and industry to co-create actionable reforms.
We support implementation and translate evidence into policy action. We accompany partners from identifying challenges to continuous improvement, long after our involvement ends.
The Cycle
Our integrated approach creates a continuous loop from evidence generation through to real-world policy implementation, ensuring lasting systemic change.

We are building CESbot, an AI-powered chatbot (RAG) trained on our research and reform knowledge base. It will help policymakers, educators, and partners access insights, navigate best practices, and accelerate reform design.
Reform Lab 2026
The CEMETS Reform Lab brings together policymakers, educators, employers, and implementation partners to work on concrete reform priorities with expert guidance, peer exchange, and evidence-based tools.
